When (& IF) Symbiansigned ever gets its act together (Keep an eye on
this thread), it may be worth your while to buy a domain of your own, they aren't expensive. Even from a 'proper' domain, symbiansigned appears to set a limit on the number of registrations allowed.
But at the moment, whilst I believe you're still able to register, no-one without a Publisher ID (which costs money!), is able to obtain a certificate with which to sign programs. :(
