No, it means that the average punter is unable to obtain a new 'developer certificate' at the present time.

If you already have such a certificate, then you can sign apps to your hearts content... unfortunately they are locked to the IMEI that you used to obtain them and will only work on a phone with that IMEI number.

This means that whilst you can sign apps for your own use on your own phone, you can't help anyone else by signing apps for them.

I posted that before I saw your reply, G ... I figured that while I was at it, it would be as well to explain to anyone else reading the thread who wasn't genned-up on this signing lark that the fact that someone can sign an app doesn't mean that they can sign it for anyone else... yet! :(

Apperently, theres something about bots on the symbian webby. My understanding is, that SS are restructuring to stop automated bots from signing up. Thats me giving them the benefit of the doubt mind.

I can't picture how this can be healthy for the symbian os.
SS was already restrictive/complicated enough to keep the average user from signing small apps himself.

I guess Android is not such a bad idea after all.
Maybe it will even be be compatible with the N95? *dreaming*
