No, it means that the average punter is unable to obtain a new 'developer certificate' at the present time.
If you already have such a certificate, then you can sign apps to your hearts content... unfortunately they are locked to the IMEI that you used to obtain them and will only work on a phone with that IMEI number.
This means that whilst you can sign apps for your own use on your own phone, you can't help anyone else by signing apps for them.

I posted that before I saw your reply, G ... I figured that while I was at it, it would be as well to explain to anyone else reading the thread who wasn't genned-up on this signing lark that the fact that someone can sign an app doesn't mean that they can sign it for anyone else... yet! :(

Apperently, theres something about bots on the symbian webby. My understanding is, that SS are restructuring to stop automated bots from signing up. Thats me giving them the benefit of the doubt mind.
no-one has any idea how long i spent correcting spelling errors and stuff in that post.

I can't picture how this can be healthy for the symbian os.
SS was already restrictive/complicated enough to keep the average user from signing small apps himself.
I guess Android is not such a bad idea after all.
Maybe it will even be be compatible with the N95? *dreaming*

The creation of developer certificates requires a connection to a secure server, which has a capped capacity that has suddenly been exceeded. Our capacity planning, used the assumption that that Developer Certificates are
1. Primarily intended for developers use.
2. Valid for 3 years per IMEI, i.e. effectively only required to be created once per device.
The excessive demand we are experiencing is primarily as a result of non sanctioned scraping tools/wizards/bots automating the creation process. These tools do not take into consideration the architectural constraints of creating DevCerts, are outside of our control and are unfortunately the ultimate cause of the degraded service.
To maintain a QoS, we are in process of providing defensive mechanisms to ramp up traffic and will phase these changes in over next few days.
o Priority will be given to Commercial Developers (who have Publisher IDs) to use Open Signed Offline (i.e. Developer Certificates).
o For non commercial developers (without Publisher IDs) we will accelerate Open Signed Online rollout.

The page below shows how the traffic on SS have rocketed, which resulted in the outage.

$20 for one IMEI Publisher ID (Thats $20 for each sis file) Thats how I understand it, maybe Im wrong, anyone confirm?
