Not sure if this will work, might be a dumb idea but might be worth a try.

I assume you changed the Product Code to get v21. How about changing it back to a 3 code and updating using NSU.

Hopefully it'll want give you the latest 3 firmware which is v20

try going to Tools> Settings> Connection> APN control> Options> Deactivate restrictions. it'll ask for the PIN2 code. the default should be 1234 or 12345 if you didn't change it, or maybe 3 has a different default code
