No offense, but that has nothing to do with this issue. Dual mode has nothing to do with the ability to receive calls while browsing on edge

Just like btuis said, you need to run in dual mode in network settings. Personally, I receive calls while I'm browsing or downloading, once I answer the call, it says Packet data transmission on hold and resumes after I hang up.
I also have an iPhone that I use also with ATT and I've noticed people saying "I called you, you didn't answer" when I talk to them and I realize it happened while I was browsing.

dual mode does not matter unless you have the N95-3, this is because the others don't support the US 3G and therefor don't support the dual mode.
