so is there any way to enter that code without a vodafone sim? my sister spend 20 pounds for nothing....heeeeeeeeeeeeeeelllllllllllllpppppppppp pp!!!!!

You can enter the code without a Vodafone SIM, I just am not absolutely certain it will work. As it should say on your letter, you only have three goes.
If your sister lives in the UK she can ring Vodafone and they will send her a Pay as you go (PAYG) SIM for free, I think.

What was odd is that one very helpful CPW operator told me that it was stolen from them. But she didn't know how to get any details so I emailed asking for the crime ref no so I could go to the Police with it. But CPW stalled and wouldn't really discuss it with me, they'd just say that it wasn't bought from them.
I didn't think the local nick would be very pleased if I brought it in "bought off ebay" without any supporting evidence. And by the time I'd given up on CPW giving me anything I could take to the Police, it was six months on from the supposed loss (it took 3 months for the handset to get blacklisted).

You'll need her to send you a vodafone SIM card.
It doesnt have to be working (ie dont need credit on it) ;)

The only time I used a code to unlock a phone without the right SIM card it was an old 8210.

It does have to be a SIM from the provider who's applied the lock.
The unlock code uses the IEMI and their network lock code (on the SIM) in order for the unlocking code to work correctly.
Also note you only get a few attempts at this, so if it hasnt worked after 2 attempts go back to the network for assistance. Otherwise you'll lock your phone out, and only an NSC can get it working again - but the SIM loack will still be intact!

vodafone gave my ister this code #pw+296452700356452+# i entered the code but its code error,ive done my second time entering the code....i know if i enter the 3rd time incorrectly my fone will be locked....maybe ill go to the cell shop to openline my fone using the dejan...no choice,,,

As you've been told, you MUST have a vodafone sim for the unlock to work.
£2 for a SIM sounds a lot better than $100 for a device which WILL cause damage to your phone if done by non-trained people.
