OP needs to know exactly what tariff they are on. If they are REALLY on o2 400 (not sure on that based on information given), then they are on the old o2 tariffs and can't get the new web bolt ons.
To receive the new web bolt ons, they need to be on one of the newer (from end of April 2007) phone tariffs.
Incidentally, for £30 a month, I'm assuming that OP is on (old) o2 200 - with maybe a double minutes promotion or something? As thats what I was paying for o2 200. The "new" tariffs include 600mins across the board.
Best bet is to phone o2, they maybe able to transfer you across to the new tariffs (which are better than what you are paying now, for same price) and then you can get web bolt on. Failing that, you could try and blag them for one of the old data bolt-ons... I had Data36 (36Mb per month with unused rolling over) for £17.50 per month - cheaper than £3 per Mb.
