Normally once they give you a credit they don't reverse them, because it just makes the situation even worse.
I know how frustrating it can be but I can also relate to the call centre reps (I work in one but not as a CSR, and can't really say too much more on that due to NDAs, atleast publicly, but it isnt in cellular).
You probably will get more now, and the delay probably was due to the holidays, those departments usually close for the holidays. It still should not have taken so long to get a response.
Remember this, companies make more money when the service works the way it is intended to work, and this includes billing, so while the reps dont care the companies should care if they care about profit margins. Every call you have made has cost them money they would rather not spend.
My advice, talk to the rep that left you a voice mail. Ask for a credit for the inconvenience, you are entitled to it. I'd be crediting you at least 2 months, and I would be ensuring you are on the plan you want with all the add ons you want (all at promotional rates). Now you always have the option of being let out of the contract instead of a bunch of credits. If you decide to stay, and you get credits, ask if you can have their direct line in case something happens again or ask him to follow up once a month for the next month or so.
He probably wont want to follow up but he probably will let you call him if something goes wrong.
On a different note, I am assuming a tariff is what we Canadians call your cellular plan. I thought a tariff was what countries charge when you import items like a car and such.
