Since you have answered YES to this query it means you are a newbie. I do appreciate the effort you have put in mate. But first you need to enhance your knowledge about certificates. There is a big difference between self-signed & devcert certificates. What you are doing here is generating a self-signed cert everytime using makekeys & then using signsis to sign the SIS file. The SIS files which require devcert capabilities will never install using a selfsigned certificate.

I think theres no harm seeing to OPDA or symbian signed to get your certificates. Anything else is a pure time waste IMO!
