SS is now accepting cert requests but only from developers with a Publisher ID.

How come some apps that are made by some people don't appear to need to be signed? For instance the lightsaber app. That works without me having to sign it.

Agreed. I think it's ridiculous that in order to run software on your own phone you need to sign it yourself too. If you want to install it, that should be all.

So does that mean other people are able to sign things that I can use?
If so why don't all developers just sign their stuff with certificates that everyone can use? Or does that cost money from SS?
And just to clarify, you couldn't sign rotateme or freetones because you need a certificate with my special number, is that correct?

No,apps that need to be signed need a cert that coincides with IMEI number of your handset.
